About TIME

Established through a consortium of 16 Mining Scientific Institutes and Factories in 2008, TIME was created to support and coordinate large-scale mining and infrastructure projects in Indonesia, particularly in the coal mining regions of Sumatra. The consortium continues to operate collaboratively, combining technical expertise, industry knowledge and resources.

Consulting and business facilitation

TIME offers consulting services and is the intermediary between companies and the scientific institutions, research organisations, manufacturing plants and suppliers of Russia and the former Soviet Union. It supports partnerships and business cooperation across Southeast Asia and Europe, particularly commodity trading and mining investment projects.

Strategic partnership

TIME is a strategic technology partner of the Engineered Transmigration (ETM) Foundation, headquartered in Western Australia. Through consultants and representatives in nine countries it works on sustainable mining-related development.

Leadership

Napoleon Toquero

Founder and Principal Architect of the ETM Concept

Napoleon Toquero comes from a family with generations in mining and mineral exploration, and spent his early professional years in the family business, on mining and grassroots exploration across the Philippines and Indonesia.

With a background in business and computing, he migrated to Australia in 1986 and worked with the Australian Treasury as a Senior Business Analyst, Software Architect and Developer, in systems design, business analysis and strategic planning.

From those disciplines he developed the intellectual property concept known as Engineered Transmigration (ETM): the principles of business analysis and software architecture applied to designing sustainable, humanitarian and environmentally responsible cities in remote regions rich in natural and mining resources.

What ETM spans

  • Advanced mineral exploration
  • Mine development and operations
  • Agricultural and food production systems
  • Port construction and logistics infrastructure
  • Fresh water generation and distribution
  • Power and utility services
  • Industrial development and manufacturing

Financial engineering is a key part of ETM: the pathways that raise capital and fund these communities and cities. It carries TIME's vision past the mine itself, to the towns that grow around a resource project and to running them.

Vision

To create sustainable and prosperous mining-based communities by integrating advanced technology, responsible resource development, infrastructure, and social innovation.

Mission

To deliver world-class mining, consulting, and project development services while fostering strategic international partnerships that promote sustainable economic growth and community development.
